Charles Franklin Stuck was born in the city of Dayton, Ohio on December 7, 1869. He attended the public schools, and upon completing his education began work in a machine shop as an apprentice. He soon learned a trade and became an expert mechanic, which occupation he followed when he received his appointment to the police force on July 27, 1905. Mr. Stuck has an interesting family, consisting of his wife, Della, and four children, Mabel, Bertha, Helen and Charles. He is a member of the Jr. Q. U. A. M., and is one of the five trustees of the Police pension Fund.
